This banknote was the first and only issue of the Qatar & Dubai series. Qatar and Dubai are two separate Arab states in the Persian Gulf but for a period of years they shared a great deal in common both being members of the Trucial States. Under the Qatar-Dubai Currency Agreement, the new currency was called the Qatar & Dubai Riyal.

The text on the face of the note is written in Arabic and split into four areas. In a panel at the top of the notes is the title of the issuing authority, The Qatar and Dubai Currency Board. In the center is the value of the note written in words, under which appears the legal tender clause.  The signature of Khalifa Bin Hamad Al-Thani, Chairman of the Currency Board, is in the lower center.  The value, 1 Riyal, appears in small panels of each corner of the note. On the reverse is the title of the Currency Board, written in English, across the top of the note with the denomination appearing in numerals in the center and in the top two corners. The reverse carries an ornamental boss and patterned lines.
