This is Vintage Very Rare Helios Deutsche Bundes Patent Ventilator Tool.
It has a strong magnet , i showed an example photo with a hammer.

Im not sure what is the exact name of the tool.
I was not able to find ones like this in the web.

I bought it years ago from one Antique shop in Germany.
