Container measures 6-1/2" tall and is 3-1/2" in diameter with a 22" long rope. 

Hanging from top to bottom, this measures 15-1/4". 

Unfortunately, I'm unable to positively identify this item, but guessing it's a canteen, flask, powder horn, or maybe even a snuff bottle.
