It is new.   The kit includes 3 pigment ink pads in black, purple and blue, 8 rubber/sponge stamps, 6 mini gift cards with envelope, 26 gift tags in various shapes, sizes and colors and 2 cards of 1/4" ribbon in pink and blue-3 yards each.
