New Portable Mah Jong Chinese Tile Game

This is in a portable case with soft cover.  The handles have minor rust (photos). 

This is unused.  The plastic seal on top of the tiles, chips has been opened but it is still there (see photos).

I have no idea what the tags on the case mean.  I have never played this game. No instructions.
