This is a RARE Pottery Barn witch’s hat wine stopper. It is black ceramic with a silver buckle on a silver toned metal stopper with black silicone. The stopper measures 6” tall by 3.25” wide.

The only issue is a small chip on the hat rim. Shown in several photos above.
