Born into slavery in Norfolk, Virginia, on February 29, 1840, Carney is believed to have escaped through the Underground Railroad and settled in Massachusetts.

In March 1863, Carney joined the 54th Massachusetts Volunteer Infantry, rising to the rank of sergeant due to his heroic actions at the Battle of Fort Wagner in Charleston, South Carolina, on July 18, 1863. Despite sustaining serious wounds, Carney displayed exceptional courage by retrieving the U.S. flag when the color guard was killed. He continued to march forward with the flag, and even when the Union troops were forced to retreat, Carney managed to return to his own lines, handing over the colors to another survivor with the words, "Boys, I only did my duty; the old flag never touched the ground!" Discharged in June 1864 due to disability from his injuries, Carney went on to work as a mail carrier for 23 years.

Carney passed away on December 9, 1908, at the Boston City Hospital, succumbing to complications from an elevator accident at the Massachusetts State House, where he was employed by the Department of State. His tombstone is engraved with an image of the Medal of Honor, commemorating his remarkable service and sacrifice.
