Marcus Junius Brutus, one of the people who assassinated Julius
Caesar. It is also believed that John Wilkes Booth said the phrase after
assassinating Abraham Lincoln.
In
contemporary usage, the phrase means that tyrannical leaders will
inevitably be overthrown. It also suggests that bad but justified
outcomes should, or eventually will, befall tyrants.
