The regular holos are printed on a holofoil paper that doesn’t have any kind of pattern or effect to the foil — there’s no galaxies, bubbles, swirls, or lines. The foil is simply reflective (see Mew below). This is the same holofoil paper that was used for the Generations Radiant Collection.
The Pokemon V and full art cards use the same texture and holofoil as regular sets.
Otherwise, they use the same text, templates, set numbers, and everything else as the originals. TPCi obviously opened the original files and just slapped the 25th anniversary stamp over them.
None of the 25 cards are tournament-legal for Standard because they don’t have a regulation mark. This is by design. Many of them feature old mechanics that aren’t compatible with modern cards. Some of them would also be broken in modern decks. A trading card game can change a lot in 20 years, and these reprints sure show it!
However, Reshiram through Tapu Lele-GX are legal in Expanded because their original prints are still legal in that format.
Celebrations’ Promos
Several of the promos associated with this set mix old mechanics with new Pokemon, like Light Toxtricity. They’re what I might call “anachronisms.” The Pokemon didn’t exist at the time the mechanics they represent were used. It’s as if these cards could have existed during those eras. Each card uses the same art style, templates, and attack effects as a card might have at the time.
This is also why they have a note on the bottom that says they’re not modern for tournament-play. Technically they don’t need that note since they don’t have regulation marks, but they’re “new” cards with SWSH promo numbering, so TPCi wants to make you double-sure you can’t use them in tournaments.
