While researching this piece I came across a gentleman that has several just like this. His came from a blacksmith in Salmon Idaho who made them to snag steelhead and salmon out of the river. I can not say for sure who made this one but it is a unique piece of American history. It measures 26 1/2 long. See pics for details.
