Very cute Kitty Cat Chef Shakers. In good condition, some paint loss on tops. They don't have plugs but some sort of insert. Pepper has an unknown device in the bottom, it moves around but I didn't remove it (see pic). They are only marked Japan. They stand about 5" in height and are 2.25" across the bottoms.
