This is a novelty Ice bucket of W.C Fields. 

When you push down on the pole sticking out of his hat, his mouth opens to dispense ice. 

This was released in 1981 by Poynter Products. 

The hat is made of Styrofoam  and has a crack and tiny nib on the edge broken off. *Please see Photos*. He is 17" tall.
