(ie., It's not been shortened)

Probably just came down, as hems can often do.

Waist is approx 21" at rest

When stretched, I'd say it would comfortably 

stretch to approx 28"

(Waist elastic is sturdy and in good order)

Top of Waistband to Hem is approx 31"
