These are Vintage Military Surplus . Mfg. by USA toolmaker  Williams . They have been in storage for over 50 years and  have gotten a little dingy . The photos where you can see a little shine are ones that I had run a wire wheel over .

 The dingy ones are the ones you are buying . They polish up nicely on a wire wheel . They have never been used .
