Ceramic Hand Painted Lidded 2 Handle Sugar bowl W/ Spoon Sunflower Theme

Pre-owned, very good condition having no chips or cracks. Hand painted Sunflower theme. 
Printing on bottom unknown language. If somebody can translate this please let me know what it says and origin.
Item measures 6" high w/ lid x 6" handle to handle x 4 1/2" deep. Spoon measures 6 3/8" long x 1 1/4" across.
