Synology NAS DS414 4 bay unit With 4 X 4TB SATA HDD And power supply

Item powers on, but does not “boot”. Stuck on continuously flashing blue light.

Possible Faulty Motherboard, sold as Not working - spares and repairs only, includes the 4 x 4TB 3.5” SATA HDD’s and power supply.
