Re items with no SG number or unlisted by Stanley Gibbons-I have treated these items as Cinderellas and priced low accordingly (Although I have seen the same items on Ebay for a lot more than my starting price). Having checked with experts I can say they are genuine -not counterfeit and usually have just been issued "in excess" of postal needs" and are still collectable and have a value. Especially if there is a theme e.g.Ships or Aviation or Trains, Birds etc-but nonetheless I have priced them low.
