A New red soft velvet high collar dress by Shein. It has a fab vamp/steampunk look with gathered shoulders and draped arms with gathered cuffs, a black ribbon at the neckline and an open chest design. 

The label states Size Medium and the exact measurements when laid flat are: Underarms 42cm's, Overall length 128cm's. The shoulder to shoulder measures 37cm's, the outside arm measures 65cm's and the waist measures 42cm's.
