Resting unstretched the waist measurement is 26"-27" - I have a 37" waist and 44" hips and it fits me - this is an average womans size L/14, I am 5.4" and the skirt falls just above ankles. The elastic band has strong elasticity and stretches well, but it is thick and for me it is uncomfortable for me to wear what I consider high-waist garments (just above belly button.
