No makers marks I can see but age & style suggest it would be Czech glass in the style of Kralic or Welz

Slender design  stands 14cm tall with 7cm diameter foot.

Condition is very good but I have noticed a chip on the top rim where the brass frog has been taken on & off over the years which is pretty common - but otherwise in A1 condition. (see pictures)

Original brass frog for arranging flowers is also in good condition:  has a lovely patina of age,  this slight discolouration is  presumably from contact with water over the years.  Much of this would likely  polish out if required.
