Beginners: Plug the holes for a beginning player and, when the student gets comfortable with the fingering, remove the bottom 3 plugs first. The pads of the fingers serve to "close" the open hole. Then remove the upper 2 plugs.
Intermediate players: Follow procedure above if you have never played on an open hole flute. Remember, your finger pads are used to cover the holes. When your instrument is playing in the upper register, it tends to play sharp. To correct & lower the pitch to tune, roll a finger & slightly allow air to escape a hole. The pitch will lower. You use your ears to determine extent of adjustment in pitch necessary. (I'm a low brass guy & only a "beginning level" flute player, but my daughter who is an excellent musician on the flute explained the concept to me!)
