Pairing

You need to make both devices "Discoverable". Either way works: 
a) Make cell phone discoverable and [Add device] on computer (auto-generated password)
b) Make computer discoverable and [Pair device] on cellphone (create your own password and send it to the computer)

Turn on Bluetooth Device

1) Click on the Bluetooth icon at the lower-right corner and select "Open Settings" > check "Allow Bluetooth devices to find this computer" > click "OK"
2) If no Bluetooth icon, go to [Start] menu > Devices and Printers > right-click on [Generic Bluetooth Radio] > Bluetooth Setting. After making your cellphone "Discoverable" you could [Add Device]

1) Start menu > right-click [Computer] > Manage > [Device Manager] on the left panel > right-click on Bluetooth > Update... > Browse... (drivers folder)
