This is a small "Ninpu Sentai Hurricanger" "Senpuujin" figure! I believe it is a Japanese toy, and not an American Power Rangers toy...but I'm not 100% sure. Fans of both Super Sentai and Power Rangers will like this figure anyway! When the wheel above the shoulder is spun, one of the hands twists. See pictures for details and a height measurement.

CONDITION: I don't know if it is complete, based on the empty space on the back of the figure. A few marks and signs of use; otherwise, great! See pictures for condition details.
