This is two shock-absorbing table-top mic stand manufactured by Canford.  Their website describes them as follows:

Studio table stand with very heavy round base and high efficiency foam rubber shock-absorber base, for maximum isolation from surface noise. 75mm stem is detachable to allow mic clamps or goosenecks with ³/₈″ female thread to be bolted directly onto base (fixing bolt supplied). This finish is non-reflective 'Nextel', extremely hard-wearing and chip resistant, and also does not show fingerprints. Diameter 160mm, overall height 120mm.
