I would rate it at 8 out of 10. The item has some signs of cosmetic wear from use, but is fully operational and functions as intended.     

Please note that this is an incomplete hood, it is missing top part (that has 72mm threads). You get only lower part that screws into PL filter. 

 It will be shipped without any accessories just as pictured. No other accessories will be included in this listing.
