This missile came as part of the 1990 Series 9 GI Joe General Mobile Strike Headquarters and Launch Pad.

The General was first released boxed in U.S. toy stores in 1990. It included the driver, Major Storm and also included a Locust helicopter. The General was also available in 1991 and discontinued in 1992.
