Apple restict updates on older models of their products. You can use your Apple ID to download the apps you need in another Ipad which will allow you to download. You can use another a borrowed account if you don't have one as long as it allows download of the app you want. After the download, you can log out from the other Ipad and uninstall if need be. Now Log into your Ipad 3 and head directly to Apple Store, you will be able to browse to "My Purchases" and the app(s) you had download will appear and you now directly download them into your Ipad 3 and run it.
