Yes, they are new but they are old, a collection of 17 Cushing's Perfection All Fibre Type Dye Packs that have never been opened!  Great nostalgic branding, orange and blue colors, fonts and a great graphic of a simply delighted woman dunking her fabrics in the sink.  Strong 'manufactured by' the W.
