In the United States, it is the policy of the US Postal Service to not issue a commemorative stamp honoring a person until he or she has died.  However, most other nations of the world do not have this restriction.  Several nations have issued commemorative stamps to honor persons alive and dead who have made a significant contributions.  For many countries, the sale of commemorative stamps is more for the world wide collector than for the local citizens.  And for many small countries and island nations, the sale of these stamps provide a much needed bolster to the economy.
