You are paying for the sim card(Micros & nano size) that comes pre-activated for 30 days(the billing start the day you receive it in your hands) Then $79.99 a month if paying via Paypal autopay. 

If you have your own sim card I can't activate it. I need to send you a brand new one no exceptions. 

There is no hard throttling but AT&T at their discretion might deprioritize the line in times of congestion. 

Speeds vary depending on location so make sure AT&T works where you live as there are no refunds.
