The first public announcement of the Bureau of Communications stated that the stamps of this issue were to be issued perforated and gummed. It is apparent that the Bureau attempted to perforate the stamps, but the poor quality of the paper combined with the dullness of the pins in the perforating machine made the task impossible to achieve. The stamps were subsequently issues Imperforate with No Gum. However, examples of the 5s value are found perforated (12x12-1/2), without gum, and are proofs looted from the vault of the Manila Central Post Office during the battle for the liberation of Manila.
