You can use this bulb with or without a ballast.
Without ballast one end of the tube needs to have an input power of 110-277 volts AC.
At the other end of the tube you must connect neutral for the light to turn on.
IMPORTANT: Only one end of the tube can be connected power and the other end connected to neutral. You CANNOT connect + and - to the same end.
The LED's are configured for maximum light output and the highest efficiency so they are not dimmable. The cover over the LED's is clear for maximum light output. Each 8 foot long tube uses about 40 watts of power and produces about 5600LM. The color temperature is 5000K so it is beautiful daylight color!
