Unsure if it powers on or works.

It could work perfectly no issue. I did take out the CPU to confirm which model. 

Will be shipped with 2gb of ram and the cpu installed. 

The heatsink ill ship in same box but seperately.

You will have to apply thermal paste and install heatsink.
