There is no indication of maker or country of origin, unfortunately, but my best guess is that it is French or Austrian, from the VG quality of workmanship. The size, about 8 x 8 cm leads me to think late 1940s/early 1950s, as does the velour-edged silk sifter, which is used but in good condition. Sifters of this type were also used in the 1930s so it could  be late 1930s... certainly it would fit with cocktail dresses and glamour.
The lid decoration is in faux panels, one a little paler than the other two, plus 3 stone-set "flowers". The base is excellent, no dings or scratches. The compact is very slim and flat, about 0.5 cm.
The interior is VG, although the bevelled mirror is a bit cloudy.
The catch works well, operated by the metal fitting for the strap.
There is a small "nibble" to the strap but it is perfectly usable.

It's an interesting and unusual compact which displays very well.
