This is a tin toy manufactured by Tokyo Plaything Shokai in the 1950s.
When the mainspring is wound, the tin soldier moves up and down, repeatedly moving forward and then changing direction, and the donkey's tail moves up and down to match the movement.
It is made entirely of tin except for the rubber tires, and there is a Topre logo mark on the bottom of the soldier's left leg, and a MADE IN JAPAN stamp on the bottom of the cannon.
