This is a 1930s Art Deco period martini shaker. The black parallel lines on the butterscotch Bakelite handle is classic example of Art Deco. This is an extraordinarily handsome example of the melding of the machine age and art. On bottom it is marked: Chromium Plated LB.  LB stands for the London & Brighton plating company which is noted for heavy duty plating.  I tried a magnet on it and it did NOT hold, suggesting that this is brass coated with chrome.  Check last photo to see the base is PERFECTLY ROUND. Many cocktail shakers have been dropped and their bottoms are out of round or dented.  Chrome has age related use-wear (surface scratches and scuffs); but keep in mind this item was designed for use and it is about 90 years old  This is a large shaker that is 13 ½ inches tall and weighs just under two pounds.  Shipping weight is 4 pounds.  Shipping cost is based on weight and distance from Philadelphia.
