I am not sure the exact year,  make, and model. It looks like a '62 Pontiac Catalina, but It's been repainted, some blue over spray on the windshield. The paint isn't the best.  The base doesn't look like it's been taken apart. it appears to still have the factory rivets holding it together. RCI brand on the base. Rubber Firestone wheels.
