Vintage 70’s

Top and bottom of piece have a single stitch ruffle running across each and maybe they were going to be curtains. But then I don’t know why they did this to both top/bottom. Ends are raw edges.

Fabric repeats 9 times across.

Seersucker fabric. I would assume this is cotton. But I’m not 100% sure. This is not my area so please ask me any questions.
