Pokemon Bank and Transporter are tested and working. There are a few steps first for Pokemon transfers to work. FIRST you system transfer from your old 3DS or open your existing NNID account into this 2DS, the console will then perfom a system format. Do not worry, this system format only deletes the save data of the games on the console you are transferring to, and also transfers your game saves from your old 3DS to the 3DS you are tranferring into, however it also boots the 3DS into it's factory settings. After that is done, you may turn off the 3DS and the next steps require a computer. You'll put the SD card in your computer so you can reinstall the custom firmware. Just note, you wont be able to transfer Pokemon unless you do the steps and reinstall the custom firmware. Please use the guides on 3ds.hacks.guide. They take you step by step. There are also Youtube tutorials, but the website is what I found most useful when I did it. Once that's done, follow the guide and reinsert the SD card into the 3DS and set up the CFW and also set up internet. After you set up both the CFW and internet, you download the most updated and current homebrew shop, then search Pokemon Bank and Transporter in there and redownload it. Since they've been previously installed through the eshop, the console will recognize the homebrew versions as authentic and you'll be able to transfer Pokemon in no time.

In order to transfer Pokemon from Pokemon Bank to Pokemon Home on the Switch, you'll need to have a Switch online account and a Pokemon Home membership. The 3DS and the Switch must both be connected to the internet for the transfer to work. Pokemon Transporter allows you to transfer Pokemon from an authentic physical version of Pokemon Black, White, Black 2 or White 2 to Pokemon Bank, and Pokemon Bank lets you transfer Pokemon from authentic physical versions of the 3DS Pokemon titles and VC (Virtual Console) Pokemon titles from the homebrew shop. In order to transfer Pokemon from the Virtual Console GBC (Gameboy Color) or original GB (Gameboy) Pokemon games to the Pokemon Bank, you'll need a physical version of Pokemon Sun, Moon, Ultra Sun or Ultra Moon specifically, since they are the only games compatable with the VC titles.
