This is a 1:55 scale, 2022 Disney Pixar 'Color Changers' #20 "JACKSON STORM".  He is shown the photo as black, put him in warm water and he will turn to light blue, icy water returns him to black.  See instructions on back of blister package.  This is an original unopened blister package as it came from the peg.
