This official White House photograph of President George W. Bush and First Lady Laura Bush is inscribed to longtime Maryland Republican Party leader Joyce Lyons Terhes. The date stamp on the reverse side indicates the photo was taken on January 17, 2008.

Mrs. Terhes was elected Chairman of the Maryland Republican Party in 1989 and continued to serve until her retirement in 1998. In 2002, she was elected as the Republican National Committeewoman of Maryland, where she served as a voting delegate for multiple Republican National Conventions. Mrs. Terhes was also elected to the Executive Committee of the Republican National Committee in 2005 and was reelected in 2007 and 2011.

Though I cannot authenticate the signatures, President Bush’s is unlikely to be an autopen signature, judging by the long tail that almost goes off the white border of the photo.
