You are looking at a Campagnolo downtube cable housing stop. I removed it from my 1974 Schwinn Paramount. I went retro mod with this ride.

Clamps to 1 1/8” diameter downtube. Replace your rusty or missing stop if you are going with Campy.

Clamp is in very good condition. Look at the pictures. What you see is what you will get.
