Roseville Pottery in Ohio made numerous design lines from 1892 to 1954, including many with floral themes.  Their Water Lily line was circa 1943.  This Water Lily flower holder #48 - the bottom is open as shown in the photos - so it would not hold water.  It would work well to hold floral or greenery that doesn't need water, artificial stems, or just as a decorative piece.

m  It has crisp mold definition with a yellow water lily on a green lily pad on the front and a green lily pad on the back on a dark orange/tan background.    

The flower holder is about 4-5/8 inches tall at its tallest point in the center and 4-5/8 inches wide at its widest point at the handles.  There are 5 small rectangular openings at the top for inserting flower stems.  The round bottom rim is about 3 inches in diameter and has the in-mold raised ROSEVILLE mark as well as the shape number 48, although it is difficult to read.    

The flower holder is in very good vintage condition - no chips or hairlines or crazing.
