You are viewing an antique skirt from the turn of last century, or perhaps even lat 1800s.  It is heavy black fabric and has a 10" wide band of lace at the bottom (see photo 2).  There is also a lining that is about the same length near the hem (see photo 5).  There has been a repair to the side opening of the skirt and the original has been replaced with velcro which of course does not go with the time frame but it does make the skirt easy to wear (see photo 4)  Photo 6 shows the waistband.  And photo 7 shows a very small hole in the back of the skirt.
