Russian silver napkin ring, with an octagonal shape, niello decoration with the name "ЯЛТА" or Yalta*, and an engraved cartouche "VERA". Makers mark "АД", for Aleksandr Vasilbev Domnin (Александр Васильбьев Домнин) active in St. Petersberg between 1896-1917, with a Russian kokoshnik mark encompassing "84" for Russian standard 875 silver, a woman in a kokoshnik head dress facing left†, and "ЯЛ" for assayer Yakov Nikolayevich Lyapunov (Яков Николаевич Ляпунов), active between 1898-1903.

* Yalta is a city on the Crimean Peninsula, Ukraine.
† This mark was used from 1898-1908, after which the woman would be facing right.

It measures between 47-49mm in diameter (depending on rotation) by 23mm wide, and has a silver weight of 23.0g.
