They can be used with or without suspender belts.

Hold ups between £2.29 and £2.79 will have an elasticated band - no silicone

Hold ups £3.29 and above will have silicone strip.

Measurements are as follows

Fishnet elasticated top = top to toe is approx 14 inches unstretched and approx. 30 inches stretched

Lace elasticated top = top to toe is approx 21 inches unstretched and approx. 31 inches stretched

Lace top with Silicone strip vary = top to toe is approx 21 - 28 inches unstretched and approx. 33 - 35 inches stretched

Straight.. top to toe approx. 26 inches unstretched and approx. 38 inches stretched. 

Please note that the lace at the top may vary slightly from that in the photo.
