This is a world renowned tool by one of the leading tool makers of the day.
I am not sure if some items are missing as there are some unfilled holes in the base, but the pictures in the article show the same way.  The base is in good shape and rotates like a lazy-susan.  The tool is removable as you can see in the pics.  Please review the pictures before purchasing as they are the best way to verify the condition.  The base of the tool shows the J.
