It does not include the game, it was a promotional pack released prior to the 32x debut of Virtua Fighter and included a Virtua Fighter T-shirt, a VHS tape, a coupon for $20 off of Virtua Fighter or $40 off of the purchase of 32x hardware and finally a sweepstakes entry form.

The included T-shirt is brand new, never removed the original baggie, the VHS tape is also new and has never been viewed. The outer box does have some shelf wear/etc., please check the photos for exact item condition.
