CUTTER FOR FABRIC FLOWER LEAVES   
This is a nice old cutter that was used to cut out fabric to make leaves for textiles and millinery.
It is extremely heavy and made from a good hard steel.
It is made with a handle that can be struck to give enough pressure to make the cut through the fabric, which may have been heavy or several layers thick.

It measures 5" long. The leaf measures 3" X 2".
It is from Belgium or France, I believe.
