Fine Antique Solid Silver Rapousse Foliage Decorated Christening Mug Chinese?

The marks to the base look to be a mix of Chinese character and English letters please see photographs. It has also tested as silver assume low grade.

Embossed throughout with foliage design with the handle in the form of a stem with leaves and the inscription to the face of “Desmond 1923”.
